The hill has two very different housing profiles. The 98119 ZIP that covers most of the hill has a large share of pre-war housing, on ground that is steep in places. In ZIP 98119, which covers most of the hill and part of Interbay, 26.1% of housing units were built before 1940, more than in Magnolia's 98199 (17.8%). The median year built is 1969. ZIP 98109, which includes Lower Queen Anne and South Lake Union, is a different picture: a median year built of 2005, with 57.9% of units built in 2000 or later.

Upper Queen Anne: old pipe on steep lots

A house built before 1940 is likely to have a side sewer that's 80-plus years old, unless it has been replaced. SPU notes that older concrete and clay side sewers without watertight joints are especially vulnerable to roots, and that exposed aggregate inside concrete pipe is a common, critical defect in Seattle (SPU). If you're buying on the hill, SPU recommends a side sewer inspection before purchase.

Queen Anne's slopes matter too. The City's Environmentally Critical Areas maps show steep-slope areas and mapped known-slide areas on the hill. The maps are advisory, but they're worth checking before any excavation, and slope and access shape whether a repair is done by open cut or trenchless methods (SDCI ECA code).

Lower Queen Anne: condos, apartments and shared systems

For condo owners, the plumbing you deal with is usually inside the unit: the water heater, fixture and supply-line leaks, and branch drain clogs. Building-wide lines are typically the HOA’s or building owner’s responsibility; check your declaration.

Two Seattle rules apply here. A replacement water heater, including one in a condo, needs a permit from Public Health – Seattle & King County starting July 1, 2026 (Public Health). And under SPU's standards, a side sewer serving two or more units must be at least 6 inches, versus 4 inches for a single unit (SPU). That matters when an older Queen Anne house is converted or adds a unit.

Usually, yes. The method depends on access, the slope and what the camera shows. Check the City’s ECA maps for your lot; trenchless methods need smaller excavations than a full trench.

Does my condo’s water heater replacement need a permit?
